MaltaShippingMalta Ship Registry to Issue Electronic Certificates Exclusively from 1 June 2025

As from 1 June 2025, the Malta Ship Registry will officially commence the exclusive issuance of electronic certificates, marking a significant step towards improved administrative efficiency and digitalisation within the maritime sector.

From this date onward, no hardcopy certificates will be issued. Certificates will be issued in electronic PDF format and transmitted to the electronic address indicated by the applicant for onward delivery to Masters and Ship Managers.

These digital  certificates will carry the same legal weight as traditional originals under Maltese law and will be fully compliant with international standards, including those outlined in IMO Circular FAL.5/Circ.39/Rev.2. They will feature enhanced security, including QR code verification, digital signatures, and tamper-proof formatting that provides protection against edits, modifications, or revisions. Each certificate will also include a unique tracking number and a printable, visible symbol confirming the source of issuance.

Verification of certificate authenticity will be possible both online via QR scan and offline using the DigSig Authenticator app. Hardcopy certificates issued before 1 June 2025 will remain valid until expiry and must continue to be kept on board.

This transition reflects a broader effort to reduce administrative burdens, enhance document security, and promote environmentally sustainable practices.

Shipowners, operators, managers, and other stakeholders are encouraged to familiarise themselves with the electronic certification process in advance of the transition.
